Joint the cow heel and trim most of the jelly off the bones.
Dice the shinbeef into 1" pieces.
Place everything into oven dish including bones.
Cover with water.
Put lid on and place in oven on a low heat.
Cook for at least 6hrs checking occasionaly to make sure it isn't too dry.
When tender add bisto powder mixed well with cold water, add enough to thicken and brown the cow heel.
Mix the flour & suet with water to form a big enough crust, put on pie and return to medium oven to cook crust without dish lid on.
Serve with mashed potatoes and any vegetables you prefer.
